Rules currently add the score value to the running total once if they match
anywhere.
It would be nice to be able to specify for a rule that its score should be added
for every match found.
This would greatly simplify rules like "spam if more than N bogus HTML tags".
A refinement of this would be "powered" matches (see the scoring rules in
Procmail for what I mean - "man procmailsc").
