Whilst silent checking might be frowned upon, it's a bit harsh to force
sysadmins to hack the code if they *really* want to turn off the
X-Spam-Checker-Version header (even if only for ham). I suggest removing the
tests in Conf.pm, but continue making it clear in the documentation that some
kind of version header is strongly recommended.
