The X-Spam-Checker-Version header is there to aid us in debugging problems
and helping people.  You can change it to reflect local versioning, the only
thing you can't do is remove it entirely.

I don't see the way it is coded as harsh at all.  If sites can easily remove
the header, then we won't have any way of knowing that the bugs submitted by
the *users* of short-sighted sysadmins are our responsibility or not.  As it is,
we can usually at least tell if SA is being run, even if the header has been
changed.
