Got a message today that someone was getting FP's on the rule Brian Moore had
written to catch IEs uri parsing bug I had mirrored in my redirect and uri
masking ruleset.
It turned out that the =20 at the end of each line was added to the uri and it
got tagged because of that.
That line end should never have made it into the uri.
