The __NMS_CGI_NOT_BUGGY meta rule attempts to match the "X-Mailer" header for
NMS FormMail generated messages.
I've checked SA 2.63 and the latest 3.0.0 nightly. In both, the rule is as
follows:
header __NMS_CGI_NOT_BUGGY X-Mailer =~ /^NMS FormMail\.pl.*v\d/
both as of version 2.63 and the latest
