ok.  the new code is committed.  r10321

what happens now is:

http://foo.baz.bar/http:/whatever

is turned into:

debug: uri found: http://whatever
debug: uri found: http://foo.baz.bar/http:/whatever

this will also deal with:

http:www.spamassassin.org
http:/www.spamassassin.org

turning into the singular:

debug: uri found: http://www.spamassassin.org


yeah, it means we can't write rules that look for the lack of '/' characters, 
but in this case I'm more 
concerned about more closely following what the browsers do with those URIs 
than the ability to make 
a rule to catch the issue.  if it becomes something that occurs frequently by 
spammers, we can 
reinvestigate.
