OK, I just checked in something like this; I made a couple of changes:
1. most of the spamc.c code had changed a bit so the patch didn't apply
2. there was no need to define a libspamc flag, so I used a global instead
3. I redid some of the logic, too, to avoid a little bit of duplication.
