We will need to pre-pend our header modifications in order for SpamAssassin
filtering to not break a DK signature. This is arguably a major failure point
for DK, lots and lots of existing mail software on the net will also break DK,
but we might as well "play nice" in this regard where we can.
report_safe != 0 mode will always break DK -- that's life.
