It would be nice if there were tflags available to turn off historical
processing on a per-rule basis.
For example, if a particular rule hits, turn off bayes autolearn for that
message, or turn off AWL memory of that message's score, etc.
ex:
tflags RULENAME nobayeslearn
tflags RULENAME noAWL
