This is what I thought bug #3376 was, but it turns out to be an artifact of my
testing it under Cygwin so I'm opening this as a separate bug.

When running under Cygwin, the make test cases that start and stop spamd leave
zombie perl processes running. If enough processes are created, the whole
machihne can become unstable. Before that, make test can start producing errors
if no more processes can be spawned.

I haven't seen this running spamd on its own, not under SATest.
