It does quote (via bind params) all of the tokens. Can you try to upgrade DBD::Pg to 1.32, it appears some fixes were made to the quote handling stuff and that could be the problem. The tokens are now an SHA1 checksum, and binary in nature, so without proper quoting they'll never work. If I get time I'll see if I can install 1.22 (assuming I can find it, it's pretty old) and see if I can reproduce.
