Frankly, I don't care about "normal" testing for X-Spam-* headers since I don't think that's really useful for anything. If you really want to check for these headers, you can do so with a plugin. The raw headers are available in the message object. IMHO, spammers aren't going to go adding these headers themselves, and we don't want previous SA markup to impact a new spam.
