[Bug 3513][REVIEW] spamc tests hang in Windows using Cygwin spamd

Bugzilla seems to be acting up. After I posted the patch attachment with 
a comment, which did show up on sa-dev,  I changed the summary to show 
Review status and then when I saw no email about it added another 
comment and changed the milestone to 3.0.0.

Still no email from Bugzilla. I'm sending this directly to sa-dev. 
Please vote on 3513 and if you are in a position to give Bugzilla a kick 
in the pants, please do so.
