This is happening because one default sysconfig file is getting replaced with another, but too late in the process so that the old one gets used with the new executable. If the user has modified the old one, it should be saved to .rpmsave, on the presumption that it won't be compatible with the new version, but the admin will want the old one around long enough to migrate the customizations.
