To answer my own question after some testing, "en" is the correct value.
Also, the language stuff doesn't work if you simply turn it on. I get this
error:

A bit of testing reveals that TextCat.pm is trying to use this:
$self->{main}->{rules_filename}
And it's coming out empty, so the "languages" file isn't found. I tried
hardcoding the path to the rules directory in TextCat.pm and now it works.
Not sure what the real solution is.
Oh, I also had to manually copy the "languages" file from CVS to the rules
directory. It isn't in make install.
