it's worse - go all the way to the bottom of the page and you discover it was "Last modified 26 November, 2002." The correspondence on that page seems to be talking only about wildcarding domain names that have non-ASCII characters in them. That would likely be how VGRS tested their software and gathered the data on which they based comments about traffic patterns in the pdf document (dated 27 August 2003) explaining what they have done.
