and noticed that the tagging configuration is specified twice, once in
amavisd.conf, and again in /etc/mail/spamassassin/local.cf.  There
doesn't seem to be any reason as to why one setting is specified in one
place, and and not the other.  What is the point of specifying settings
in the local.cf, if the amavisd.conf works just as well if not better?
Or maybe it doesn't?  What do you think?

Any settings in amavsid.conf will override what's in local.cf -- amavis will just use spamassassin to score a mail -- what happens after that is up to the settings in amavisd.conf.
