I have a hunch such a rule can have value, but it might have to be applied
on an individual basis.  For instance I have an @earthlink account.  The
chances that someone is going to be sending ME a legit mail, and also
sending it to 3 other earthlink recipients, is about nil.

Of course, at work it is common for me to get a mail that is cc'ed to a
dozen other people at the company, so such a rule wouldn't work there.  But
then, such a case would generally be with internal mail rather than incoming
mail.
