I don't think sa-stats.pl is in the 2.63 dist because of CLA issues when
2.63 was released. The current version of sa-stats.pl is in the SA
Subversion archive which (I believe) is periodically copied to
http://spamassassin.org/full/3.0.x .

Get the current copy of sa-stats.pl at:

http://spamassassin.org/full/3.0.x/dist/tools/
