{0,60} means "between zero and 60 occurrences of (the preceding thing)"
in general, {x,y} means "between x and y occurrences"
{0,} means "zero or more"
{3} is a synonym for {3,3} - that is, exactly 3
* is a synonym for {0,}
+ is a synonym for {1,}
? is a synonym for {0,1} - that is, zero or one (an "optional" occurrence)

7 occurrences anywhere in the message:
/(\b(best|most|more|((best|bett|bigg|larg|fast|quick)(er|est)))\b.*){7}/i

5 occurrences no more than 200 characters apart:
/(\b(best|most|more|((best|bett|bigg|cheap|larg|fast|quick|short)(er|est)))\
