They're similar rules. Tracker_ID looks for a unique number in the body. Here is the actual test:

/^[a-z0-9]{6,24}[-_a-z0-9]{12,36}[a-z0-9]{6,24}\s*\z/is

Subject has a Unique ID looks for a unique number in the subject. It uses a function rather than a regular expression, so I'm not sure exactly how it does the test. Some spammers put these unique numbers into their spam, either as a way to track where they've sent spam to or as a means to get past primitive filters.
