Whenever you change a .cf file, you need to restart SA for it to know about the change. You should also do a 'spamassassin --lint' before the restart in order to see if there are any mistakes in your rules.

Also, it's a generally accepted guideline to not put rules into local.cf but rather create a new .cf file in /etc/mail/spamassassin to hold custom rules. And finally, I don't think you need 'rawbody' here, just 'body' should do, but neither of these should cause the rule not to be triggered.
