When I think about "Internet Clean-Up Day" I'm thinking about pliers, blow 
torch and some guy from Nigeria, a pharmacist from Canada and most mortgage 
companies.  That could just be me but I know that I'm not alone in the world

We've got the technology... we could put a serious dent into the
circulation of annoying chain letters (although I'm rather partial to
"Internet Clean-Up Day").

It would be a slightly different idea than filtering spam, since you're
not looking at tonnes of individual rules that may or may not make
something a hoax (although "Forward this to [0-9]+" would be a good
candidate)... it is, at least, an interesting thought.
