I use spamc/spamd to process my incoming email.  If my sendmail daemon is
off-line for any length of time, when it comes back on-line the backup MX
server swamps my server with incoming email.  For each incoming email a spamd
instance is started to check the email.  As a result, my system becomes so
busy with spamd processes that it virtually hangs and becomes unresponsive -
sometimes for several hours.  Is there some way to limit things so that only
a certain number of spamd instances are started?

I start spamd with the followig options: "-d -c -a -m 15".  I thought this
would do the trick but it has no affect.

Any suggeestions?
