The Exchange server adds this message, and removes the subject. The original message actually is sent as attachment.
Might be some trick, using this crap Exchange "feature" to confuse users and get them to open spams and look at them (?)

Sorry I'm replaying to myself, I forgot the [probably] most important part.
Using this "feature" makes it impossible for me (and any Exchange user) to efficiently feed the bayesian filter.
Possibly this is the main reason why a spammer would want to get to this.
