Im not using vpopmail... my qmail box is strictly used as a border server for antivirus spam etc... it passes all mail to the internal mail server after processing...

so to answer your question, it's "/etc/tcp.smtp"

x.x.x.x:allow,QMAILQUEUE="/var/qmail/bin/qmail-queue"

Where x.x.x.x is the IP of the host you do not want to scan.

Then rebuild your tcp.smtp.cdb with tcprules.

Verify if you need to modify /etc/tcp.smtp or /home/vpopmail/etc/tcp.smtp
