No.

There are no conditions on the calling of razor or RBLs which would disable them that change from message-to message. And certainly return-path would NEVER be one of them, since it's absurdly easy to forge.

The only conditions are presence of the right code, working network communications, and config-file options (ie: dns_available, skip_rbl_checks, use_razor2).
