Ok I upgraded Spamassassin and still same issue. I even lowered it to the
point that almost all emails would be spam and it still doesnt rewrite the
subject:

     (clamscan: 0.72. spamassassin: 2.63.

X-Spam-Level: +++++++++

Any suggestions or hints to were the problem might be? My local.cf is:

required_hits 0.1
rewrite_subject 1
subject_tag [SPAM]
report_safe 0
report_header 1
use_terse_report 1
defang_mime 1
dns_available yes
dcc_add_header 1
use_dcc 1
