The link is <http://www.rulesemporium.com/cgi-bin/uribl.cgi> and it is unfortunately a little bit hidden indeed. Go to the "Tools" page and click on "SURBL+ Checker". I suggest to change the link description, i.e. to something like "Verify URIs and/or submit URIs".
