I had exactly the same problem building on my mail server. It seems to
need Microsoft Visual C++ to be able to build spamc.exe, and it doesn't
check to see if you have it before it trys to build, then just dumps
out. I built it on my PC which has visual studio on it and then uploaded
it to my server. Maybe it could be built in Cygwin too, but I'm not sure.
