Are you sure you're getting the messages exactly that way?  How do you
retrieve/review them to find that they're empty and have that
attachment?

That sounds like the result I get when some infected machine sends me
a virus, which travels through whatever filters (if any) successfully,
and then eventually reaches my desktop, where the virus is deleted and
replaced with that Norton Antivirus deleted text file.

If that's the case for you, then SA can't filter on it, since that
Norton Antivirus Deleted1.txt file doesn't exist yet when SA is doing
its filtering.
