Take a look at Maia Mailguard http://www.renaissoft.com/maia/
I use it here and it works quite well. Each user can set their own spam and
quarantine threshold levels. Anything above X gets flagged as spam and
forwarded on, anything above Y is quarantined on the server. Users have
access to their quarantine and their personal settings via a web page.
Shows individual user Spam stats as well as system wide stats. Pretty
slick system actually.
