The SARE rulesets are provided with "Artistic/GPL dual" license. Are there major differences from ASL 2.0 ?

I thought that this had been sorted out in the meantime? The SF download mirrors would offer a nice bandwidth boost... What about freshmeat.net, do you have any experience with it?
