My current guess is that that pair of tags is intended as an encoded form of
the destination name, so they can do list scrubbing if they get SpamCop
complaints or similar.
It certainly doesn't help them avoid getting tagged as spam. That
particular pattern is quite trivial to detect in SA. Unfortunately, you
would not *believe* how many real ham messages will also get caught in a
check for that pattern. So it turns out to not be trivially usable as a
spam detection flag.
