DOH! Forgot about that, we do only local tests because I block spamcop
listed sites at the smtp level. Gotta look at how to only do the
spamcop_uri test now.

Did you restart spamd?
Do you have local tests only running? (is there a -L after spamd in the
startup
script)
What mta are you running?
