I`ve SpamCopURI 0.22 installed. No problems there?
You won't need to download a new version but you'll still need to re-install it after upgrading SA to 2.64.
The SA upgrade WILL obliterate the installed copy of SpamCopURI... The SpamCopURI install process patches the SA code directly. Upgrading the SA code will replace that code, and will not make any attempt to preserve the patch.
