Spambayes was installed in a full-Administrator session, in which it works
as expected.

It is not subsequently visible during a user session.

This exists:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Outlook\Addins\SpamBayes.Outloo
kAddin
Keys at this location are:
CommandLineSafe = 0
Description = SpamBayes anti spam tool
FriendlyName = SpamBayes
LoadBehaviour = 3

Does it work the the user that did the install?  Does installing work  
for a single user?  Does the registry key exist?  (in HKLM\Software 
\Microsoft\Office\Outlook\Addins\)
