If you check out the source code from CVS and look in the
spambayes/languages directory you'll see an fr directory there. I'm not
sure about the details of its creation, but I believe they are spelled out
in the README-DEVEL.txt file in the top level of the source tree. Search in
that file for the string "Making a translation".
