Never mind the tracker; I created one in August. See http://sourceforge.net/tracker/index.php?func=detail&aid=1547894&group_i d=61702&atid=498103. Fixes for broken URLs in windows.ht have been checked in by mhammond since then; problems remain in apps/outlook/bugs.txt.
