The default Spambayes port is 8110, so the client should have
"localhost:8110" for its incoming server settings.

That’s what I have configured in SpamBayes. In my Windows Live account
settings, I have adjusted the incoming server to localhost as noted in
the spambayes documentation (I left the incoming port at 110 – didn’t
see any info on what that should be for use with spambayes).

Did you account for Windows Live not using the standard port 110?
Your incoming POP3 settings in Spambayes should be
pop3.live.com:995
