I agree that right now, technical solutions are probably having
more real effect and tooth than legislation - because the people
who are in a position to apply them tend to know about them.

When "average Americans" in a growing number of states (currently
13 by my count) form a mental association between "hey, I got a
piece of spam that (forged my domain, forged my name, was sent by
spamware, hid its origin, had a misleading subject, didn't label
itself as an advertisement, didn't label itself as adult and was a
porn ad, didn't include a removal option)" and "hey, that means
I'm entitled to MONEY," I think the balance will shift.

Laws are more effective when the masses are aware of them.

P.S. I think we've got a spamcon-tools list, which is rather
quiet at present.  There may be folks over there who'd be
interested in discussing Coyo's filter from a technical position.
