The spam includes URLs for www.pahousegopmail.com, a site that is registered to the State Republicans (along with www.pahousegop.com). The privacy statement there says:

We also collect the e-mail addresses of those who communicate with us by e-mail. Please see the instructions below to review or delete your information or to opt-out of receiving any further communications from us.

The 'our/ us' in that statement refers to:
ConstituentsDirect.com
aka
AFI Technology Attn: Constituents Direct 11301 West Olympic Blvd. #497 Los Angeles CA 90064.
And further on top of this, they are tracking who gets the email and opens it via:
http://www.ezmarketer.com/trackpic.cfm?MailingID=<munged>&LeadID=<munged>&Gen=<munged>
This is all very interesting, because, I have NEVER provided the Pennsylvania Republican Party with my email address. Same goes for Constituents Direct. Likewise I have not agreed to receive communications from "their client"!
Yes, I have given it to the state goverment via online income tax preperation and automobile regisistration, but that is with the expressed understanding that it was NEVER shared!
