i'm afraid it isn't... you can check that the domain (the part after the @)
is valid by simply looking up the server and connecting to see if it is
alive (the administrator would see your connections, but that wouldn't be a
problem)... but to check the user (part before the @), the only way is to
send an email message and see if it is returned undelivered... if the
address is valid, then the user will receive your message...
unless that user has requested that you email them, those messages would be
considered spam...
the only way to properly manage a directory like you are describing is to
have people agree before being added to the directory that you will keep
their contact details on file and might want to email them in future...
