[SC-Help] Why not blocked?

I have reported the same spam  5 times in the last 12 hours, which is how
many times I have received it.  The message after I report the spam is
"future spams blocked from this address" but they continue to be sent
through.  In fact, not a thing has been blocked.  Why is that?  Any help is
appreciated.  I am going nuts with this.
