Level 3's approach reeks (reaks?) of opt-out--the dream of countless would
be electronic marketeers/businesses to spam you unless specifically request
to be removed. Since there's no way to establish credibility of "opt-out"
(not that it is a viable means anyway), they figure that most people will
have learned to ignore "opt-out", and thus, effectively give the green light
for electronic marketeers to continue spamming. Since most people do not
know how to find the spam-host (such as Level 3), Level 3 is merely trying
to frustrate those who do know how.
The approach that some spam-hosts take is to opt-out those who complain
rather than stop the spam from spewing. Nothing is solved. The spammer still
has your email addy and will inevitably hope that someday you'll be willing
to receive their spewage without complaining.
Level 3 needs some attitude adjustment. An RBL would be a fine adjustment
if they don't accept SpamCop reports.
