I think you're using the wrong flag. "-w" (lowercase) is for rDNS whitelist files. "-W" (capital) is for IP whitelist files.
Also, although I don't think this is part of the problem, I recommend you upgrade to the latest version. Version 3.1.1 contained a number of bugs that have since been fixed. -- Sam Clippinger K.
