I'm not sure I understand your question... but you are correct that the 
"config-dir" value should not just be the folder where you put all your 
whitelist/blacklist files and such.  The configuration directory 
structure must follow the "_recipient_", "_sender_", "_ip_" and "_rdns_" 
layout given in the documentation.  Any other files/folders will be 
ignored (and "config-test" will complain about them).
