That may make sense, since we only open port 25 with the starttls protocol and the firewall is not set to let in access to port 465 We really don't have a call for secure email, though Massachusetts has a new dealy to protect personal information. If folks want to use that, we offer a self signed certificate which provides the same protections a non-free cert does, and we just tell them to accept the cert. I guess the state is afraid of people sending personal information such as cc numbers, ssn's and the like via email. Personally, I think that is nutty, but there are things like password protected files for those who like playing with fire.
