Interesting -- this question was asked just a few days ago.

At the time, I said: Most likely, the problem is that you're using the same 
spamdyke.conf file for both SSL and non-SSL connections.  When you change the 
configuration file to "tls-level=smtp", the non-SSL works but SSL does not.  
When you change it to "tls-level=smtps", SSL works but non-SSL does not.  The 
solution here is to use two configuration files.  In your smtps_psa file, use a 
configuration file that contains "tls-level=smtps".  In your smtp_psa file, use 
a configuration file that contains "tls-level=smtp".  Then signal xinetd to 
restart and you should have it!

Dossy Shiobara then pointed out: Personally, I use the same spamdyke conf file, 
and do NOT include "tls-level" in the conf file, only the tls-certificate-file 
and tls-privatekey-file directives.  I run the config file as-is on 25/tcp, and 
on 465/tcp I run it like "spamdyke --tls-level=smtps" ... and it works great.  
Having to maintain two separate config files was just no fun.
