Experimentei o plugin no QGis 0.11 e funciona bem.

para o instalar é só descarregar o arquivo, descompactar e por a pasta resultante em

/home/nomeutilizador/.qgis/python/plugins

se for em ambiente gnu/linux, ou

c:\Documents and Settings\nomeutilizador\.qgis\python\plugins   

se for em ambiente windows


Não tenho certeza mas acho que com a saida de Qgis 1.0 este plugin irá entrar 
em um dos
repositories "oficiais" de plugins para QGis.
